It will ensure a shift from centralized development to community development through a process that would facilitate the establishment and/or strengthening of the relationship of the organizations with its community. Thus, shifting development away from a solution that is merely economical, and providing a solution that will be real and durable. Such a development will be shaped by the Government and driven by a pioneering private sector – a development that raises a broad middle-class people who will enjoy good living standards through increased productivity and high-wage jobs.
