Die Verfassungsentwicklung der V. Franzosischen Republik seit 1958 scheint auf den ersten Blick durch ein hohes Mass an Kontinuitat gekennzeichnet zu sein. Doch das franzosische Verfassungsrecht erweist sich gerade in den letzten Jahren als besonders innovationsoffen: etwa durch die Entwicklung neuer partizipativer Verfahren als Erganzung der reprasentativen Demokratie und des franzosischen Prasidialsystems, durch die Entfaltung ausdifferenzierter umweltrechtlicher Gewahrleistungen auf Verfassungsebene oder, schon 2008, durch die Einfuhrung eines neuen verfassungsgerichtlichen Vorlageverfahrens. Die gesellschaftlichen Probleme, vor denen die franzosische Demokratie steht, unterscheiden sich nicht grundsatzlich von den Herausforderungen fur die Verfassungsordnung der Bundesrepublik Deutschland. Die teils experimentellen franzosischen Erfahrungen bieten daher fur die deutsche Verfassungsdiskussion wertvolle Anstosse.
