The New York City Police Department had its origin in trying to find a better wayto control the rising crime rate as early as the mid-19th century.As you begin reading, you will understand how the crime, in the city that neversleeps was brought on by the massive population growth which caused primarilyby poor Irish immigrants from Ireland beginning in the 1820s.You will learn how New York City implemented the London, England policingmodel of a full-time professional police force in 1845. This was done with theestablishment of the Municipal Police, replacing the inadequate, outdated nightwatch system which had been in place since the 17th century with the founding ofthe Dutch colonial city of New Amsterdam.The Municipal Police were impatiently replaced by a Metropolitan Police.Other local police were consolidated.As you keep reading, you will be amazed how I took you to the past and back tothe present time. It was not easy collecting stories about this great second-to-noneorganization, but it was not impossible.Norma Iris Pagan Morales was born in Ponce, Puerto Rico. When shewas seven years old, her family relocated to New York City. She comesfrom a very lovable family. Her parents, Juan Jose Pagan Rodriguez, and Digna Morales Figueroa, now deceased, always encouraged herwith her projects as a writer and teaching career. Norma had threesiblings, Adelin Milagros Pagan Morales, Juan Jose Pagan Morales, and Julio Manuel Pagan Morales. Julio Manuel Pagan Morales diedon September 19, 1998. He was also known for his writing/composer skills.Norma did all her academic studies in New York City, Puerto Rico, and Canada.She worked in the City of New York Police Department. As an Educator, she workedin New York City Bd. of Education as an English Teacher, in Puerto Rico Bd. ofEducation as an English teacher and in the Puerto Rico Army National LanguageCenter.She has teaching certifications for English as a Second Language, Teaching Englishas a Foreign Language and Spanish as a second Language.Norma has published five books: Proud of My Puerto Rican Bequest, Porque SoyBoricua? Poemas del Alma, Art in Written Form and A Baffl ing Short Stories Collection.
