En los años 1976-1982 del pasado siglo funcionó en Ferrol el Centro Psico Social (CS-S). Una iniciativa de la sociedad civil que contó con el respaldo y decidido apoyo de Cáritas. En realidad, esta experiencia de psiquiatría comunitaria cubrió el vacío que dejaba sanidad pública. La dictadura había dejado un sistema manicomial represivo, opresivo y policíaco, para entonces impropio de un país democrático con una Constitución que garantizaba los derechos humanos, también para el enfermo mental.
