Anhand von buchhalterischen und nicht buchhalterischen Daten aus Gemeinden im Bundesstaat Bahia versuchen die Autoren, den Zusammenhang zwischen den Ausgaben für bestimmte Kategorien öffentlicher Ausgaben und sozialen Indikatoren nachzuweisen: dem Index der menschlichen Entwicklung in den Gemeinden (MHDI) und dem Entwicklungsindex der Grundbildung (IDEB). Mit Hilfe der multivariaten Regressionsanalyse versuchten die Autoren, die vermuteten Zusammenhänge zu ermitteln, und kamen mit Hilfe statistischer Instrumente zu interessanten Schlussfolgerungen zu diesem Thema.
