This is an analysis of President Franklin Delano Roosevelt's policies and actions from 1934 to 1941, leading up to Japan's attack on Pearl Harbor, as well as the information he was aware of before the attack. The analysis shows that President Roosevelt strove to maintain peace with Japan and to keep the peace in the Pacific. Through the last months of 1941, as Japan and America negotiated to maintain peace Roosevelt demonstrated willingness and diligence to maintain that peace in the Pacific
