The book is about a study of an interface between democratization, development and participatory budgeting. The discourse examines three major theories of development such as conventional system of development, proto development and unorthodox or unconventional method of development. The paper posits that while conventional theory of development is centered on economic growth, GDP, GNP and HDI, proto development theory focuses on production and market availability as its driving forces and that of unconventional method of development relies heavily on equitable distribution of goods and services that must be relevant and beneficial to the consumer in a particular geopolitical space. The work contends that electoral ballot system is a type of democracy and not the democracy because the term democracy has two major active ingredients which are transparent accountability and genuine representation. Thus, wherever and whenever these two major ingredients occur in any process of governance, whether by selection, election or by appointment, democracy has taken place.
