Fishman se centra en lo que él denomina "los horizontes discursivos" de los líderes locales, es decir, en la ubicación de los problemas y propuestas identificados en el debate público. Based on exhaustive research carried out in forty-nine Spanish municipalities, Robert Fishman argues that social connections which take the form of conversations and cut through important social barriers foster the development of proposals and political discourses capable of tackling contemporary challenges. This book focuses, above all, on the special contribution made by connections between workers and intellectuals. Fishman focuses on what he calls "the discursive horizons" of local leaders, that is, the location of the problems and proposals identified in public debate. The book also offers a systematic critique of social capital theory.
