La labor realizada por el profesor López Gutiérrez es intensa y altamente provechosa para quien sobre este impreso consulte la Carta Política, pues va transcribiendo sucesivamente artículo por artículo y al texto del precepto le agrega certeros comentarios ilustrativos, incluyendo a continuación atinente selección de extractos jurisprudenciales. Al terminar de leer el esforzado trabajo, se ratifica que la Constitución expedida en 1991 es un excelente texto, sin ser perfecto porque ninguna obra humana lo es, quedando la duda de entonces por qué no ha brindado mejores resultados para una democracia, que continúa en grave crisis; o, cuestionado de otra manera, qué sigue ocurriendo para que se propenda a incumplir la preceptiva superior, hallando más bien escapes por vía de ignorarla o seguirla modificando.
