El autor plantea que los partidos políticos son estructuras que en los tiempos actuales han perdido capacidad para cumplir parte de sus funciones tradicionales: las de articulación y agregación de intereses. Este fenómeno va asociado a una sociedad civil más autónoma, que comienza a actuar en el sistema político a través de diversas identidades colectivas —grupos de interés y movimientos sociales— para reclamar nuevos y diversos derechos y sobre todo mayor justicia social, asumiendo en forma paulatina algunas funciones que previamente fueron exclusivas de los partidos políticos.
