El origen de la llamada “crisis del gas” estuvo en la política de congelamiento de precios dispuesta por el gobierno argentino a partir de la Ley de Emergencia Económica de 2002, lo cual derivó en un escenario de precios internos artificialmente deprimidos, que inhibieron la inversión en exploración y desarrollo de reservas de gas natural en Argentina, así como la expansión de la capacidad de transporte. En contraste, la demanda del combustible creció en forma descontrolada por los bajos precios.
