Este libro explora el éxito del sistema educativo cubano, en el que los estudiantes promedio de la escuela primaria aprovechan mejor la educación escolar que los niños de otros países latinoamericanos, incluidos los de altos recursos. El estudio parte de la comparación entre los casos brasileño, chileno y el propio cubano, que incluye diferentes evaluaciones internacionales de matemáticas, ciencias y lectura, por ejemplo el Third International Mathematics and Science Study. Al analizar el contexto social y el carácter centralizado del manejo de la educación en Cuba, Carnoy plantea importantes preguntas acerca de los sistemas educativos en general: ¿es responsabilidad del Estado crear ambientes que alienten los logros académicos?, ¿cuánta autonomía deben tener los profesores y las escuelas?, ¿es necesario sacrificar el individualismo a cambio de un mejor sistema escolar?
