Pero las Ciencias Sociales, en la investigación de este fenómeno, afirman que lo que sucede es que los actuales Estados nacionales ya no pueden controlar ni canalizar eficazmente el tema debido a que el mismo está sujeto al proceso de globalización, en cuya situación prevalece el Derecho Internacional. Otra causa de conflicto la constituye la interculturalidad existente entre la sociedad mayoritaria y las minorías migrantes. Todo lo cual requiere un nuevo planteamiento y aceptar con normalidad la diversidad cultural.
